Un vehículo equipado con un receptor GPS, un transmisor VHF o transceptor HF (or transceiver) y una pequeño dispositivo llamado "tracker" transmite su localización, velocidad y dirección en un pequeño paquete de datos que es recibido por el iGate más cercano que reenvia el paquete a Internet.
